What exactly am I paying for?

Does BSC SCAN need my seed phrase or private key?

No, and it never will. Connection happens through your wallet provider, which shares only your public address. You approve the one payment yourself in your wallet. Anyone asking for a seed phrase or private key is trying to steal from you.

Do I have to pay again for the next check?

The hash exists on the explorer. Doesn't that make it real USDT?
